The typeface forms themselves (often) are not (as far as I am aware), and anyone can print those forms, create their own font version from scratch (tracing), rename it, and release it under their own license. Remember, a FONT is software, and that is the licensed part. To avoid all licensing issues, consider using the free open source alternative for Arial: Liberation Sans.
